Palm Beach County is outside the High-Velocity Hurricane Zone
The Florida Building Code defines the High-Velocity Hurricane Zone as Broward and Miami-Dade counties only. Palm Beach is not in it. Work here is governed by the statewide provisions and by the wind-borne debris requirements that follow from the design wind speed at the specific site, rather than by the HVHZ chapters that apply immediately to the south. This is the single most common source of confusion we see: an owner, or a contractor, who has worked in Broward or Miami-Dade and assumes the same equipment approvals and anchoring details carry north. They do not, and the assumption runs in both directions.
It does not mean the requirements are slight
Outside the zone is not outside the rules. Palm Beach County still sits in a high design wind speed region, exposure at a coastal site is not the same as exposure a few miles inland, and standby generators, service equipment and outdoor disconnects are all assessed against that. The difference is which body of requirements applies and which approvals the equipment needs — not whether the work is scrutinized.
Permitting is split between the county and the municipalities
The county's Planning, Zoning & Building department issues permits for unincorporated Palm Beach County, while the incorporated municipalities — West Palm Beach, Boca Raton, Delray Beach, Jupiter, Palm Beach Gardens, Wellington, the Town of Palm Beach and the rest — run their own building departments with their own submittal requirements. Along the coast the recurring work is age: services and panels installed for a fraction of what a modern household runs, equipment that has spent decades in salt air, and grounding arrangements that predate current practice. Inland, through Wellington and the western communities, the properties are larger and the work moves outdoors — feeders to barns and detached garages, well and irrigation pumps, lighting over paddocks and long runs where voltage drop decides the conductor size rather than the load does.
