The High-Velocity Hurricane Zone starts at the county line

Miami-Dade and Broward together make up the High-Velocity Hurricane Zone, a section of the Florida Building Code that applies in these two counties and nowhere else in the state. The current edition is the 8th (2023), effective 31 December 2023, and its electrical provisions are built on NEC 2020. For electrical work the zone matters most at the outside of the building: service equipment, meter enclosures, disconnects, generator pads and anything mounted on a roof or passing through the envelope face wind-resistance and anchoring requirements that simply do not apply in the rest of Florida.

Equipment approved elsewhere is not automatically approved here

The county operates its own product approval process, and a product carrying a Miami-Dade Notice of Acceptance has been evaluated against this zone rather than against the statewide standard. The practical consequence is that a product acceptable in another Florida county cannot be assumed acceptable in this one — which is a question worth settling before equipment is ordered, not at inspection. The county publishes what is approved through its product control section.

Who issues the permit depends on where the property sits

Miami-Dade contains 34 incorporated municipalities, and each one runs its own building department. The county issues permits for unincorporated areas; everywhere else the city does, with its own submittal requirements and its own inspection scheduling. Condominium work has a second boundary

Much of the county's housing is high-rise or condominium, where the incoming supply, the risers and the service equipment are usually common property while everything past the unit panel belongs to the owner. Which side of that line a job falls on decides who can authorize it, and it is settled before scheduling rather than during it. In the older inland neighborhoods the questions are different — service capacity, grounding, and decades of alterations that surface once anything is opened up.
